Singapore: Jail and cane for drug "trafficking"

A PROJECT engineer with a government-linked engineering and construction company was sentenced to five years' jail and five strokes of the cane on Monday for drug trafficking.

Pang Kah Yung, 36, pleaded guilty to selling a packet of 10 Ecstasy tablets to an undercover narcotics officer and consuming the drug on Aug 4 last year.

A district court heard that Pang met a Central Narcotics Bureau undercover officer, Staff Sergeant Jeffrey Lim Yu Meng, at a void deck in Bishan Street 12 that evening.

He took out a packet of 10 yellow tablets, together with some other tablets, from his trouser pocket and gave it to Staff Sgt Lim who handed over $470 in marked notes, of which $450 were for the drugs.

CNB officers arrested him.

Pang provided urine samples which were later found to be positive.

Pleading for leniency, lawyer Thangavelu said a week before the incident, his client had logged into an Internet chatroom and became acquainted with one Gerald who asked if he had Ecstasy to sell.

When Pang said no, Gerald pestered and pleaded to Pang to get drugs for him.

Another chatter named Max, who claimed to be Gerald's friend, also asked Pang to get him Ecstasy tablets, and kept harassing him daily.

Mr Thangavelu said his client succumbed to the intense pressure and bought some drugs for Max.

Counsel said his client was not a typical drug trafficker, was well-educated, and an exemplary employee who had risen through the ranks over the last 14 years.

Pang, who had two other drug trafficking charges considered, could have been jailed for up to 20 years and 15 strokes for trafficking. For consumption, he could have been jailed for up 10 years and/or fined up to $20,000.
